Message	turbocharger works. The turbine is not what generates manifold pressure - that's the compressor wheel's job. The compressor only does what the turbine tells it to. When you clip a turbine, you aren't altering the compressor wheel, so it will behave identically to how it normally would; i.e. it will still require the same shaft speed to produce the same airflow and pressure...
